wincc项目无法打开 ，提示cannot open/create wincc project ,project manager can’t start basis application sref。

I had the same problem when I tried to open a project using a remote
desktop connection.
My solution was to start the Wincc Explorer local on the machine and
then it was possible to open a project when connected remote.
国外论坛给的答案，不能使用远程遥控。使用本地打开项目就可以解决这个问题。

远程桌面是可以操作WinCC的，但需要注意的是在Server操作系统中，一个用户可以有多个会话，即打开任务管理器可以看到多个。如果想要远程去操作WinCC，那么建议使用mstsc /console，即控制台方式去操作。

本机重启，打开项目就好使了。我之前一直用的远程桌面，关闭项目在打开就不可以了。
